Zelensky says Russia's shift represents Putin's desire to appear strong at a time when his military is losing ground in a key frontline region.

In a statement, the Russian Foreign Ministry said its attacks were in response to Ukraine's "terrorist acts."

Putin reportedly raised the deal during a Sept. 5 meeting with Witkoff and Kushner at the Kremlin.
