A former National Gallery of Victoria IT chief accused of stealing $8 million from the NGV is banned from leaving the country after facing court for the first time.

The 43-year-old has a history of activism in the Wangaratta area, but neighbours described him as an “absolute nut job” and a “nightmare”.
