Shamonda, abbreviato in Shav.

Federal authorities charge 15 in massive $1.8B Southern California medical fraud sweep

Federal authorities conducted predawn raids across Southern California on Thursday, busting suspected fraudsters, including a cardiothoracic surgeon, accused of stealing nearly $2 billion through sham substance abuse programs, unnecessary surgeries and phony hospice care.

In total, 15 people, including six medical professionals, were charged over $1. 8 billion in fraudulent claims submitted to government and private health insurance programs, the Justice Department said.

"These charges include the largest sober home fraud scheme the Department has ever prosecuted and a scheme involving unnecessary invasive procedures that was detected through data analytics," said Assistant Attorney General Colin McDonald of the Justice Department’s National Fraud Enforcement Division.

FBI ADDS 2 FUGITIVES TO 'MOST WANTED FRAUDSTERS' LIST AMID HISTORIC $6.5B HEALTHCARE TAKEDOWN: PATEL

"Our message is simple: if you steal health care dollars from the American taxpayer or abuse your position to harm patients, we are coming for you — and the data will lead us to you."

Among the defendants are Dr. Harold Tabaie, 78, of Anaheim, a cardiothoracic surgeon, and his business partner, Hany Malek, 61, a Tarzana chiropractor.

Both are charged in an alleged $135 million scheme to bill Medicare for medically unnecessary atherectomies, invasive arterial procedures using a bladed catheter to clear plaque.

Prosecutors allege Malek posed as a medical doctor to diagnose patients with arterial disease and recommend atherectomies, even though the patients did not have the condition.

CALIFORNIA DOCTOR CONVICTED OF $45M MEDICARE FRAUD SCHEME THAT FUNDED LUXURY VACATIONS AND A $12K CROSSBOW

Tabaie then performed the procedures, sometimes repeatedly on patients for whom previous operations had already failed, according to officials. Authorities noted that several patients suffered extreme pain and discomfort as a result.

Malek also faces charges for allegedly submitting fraudulent Paycheck Protection Program (PPP) loan applications in 2021. He allegedly fabricated a 25% revenue loss for his business to secure loan funds, which he then spent on personal expenses, family credit cards, other ventures and rare coins.

TOP FEDERAL PROSECUTOR CALLS CALIFORNIA A 'FRAUDSTER'S PARADISE,' WARNS STATE OFFICIALS COULD FACE CHARGES

In a separate case, Nathan Young, 39, and his father, David Young, 71, were charged with operating a $1.6 billion substance abuse scam.

Authorities allege the father-son duo trafficked drug addicts from across the nation to dozens of Los Angeles rehab centers. Federal prosecutors said the vulnerable patients were recruited by "body brokers" Honey Phipps, 42, and Cody Phipps, 36, both of Greenville, Texas.

Body brokerage is the illegal practice of receiving kickbacks to refer insured individuals to specific rehab facilities. Once patients arrived, no actual treatment was provided.

Instead, the Youngs allegedly recycled patients through their facilities to continuously bill insurance companies, even ordering staff to drug patients with sedatives to "knock them out" if they attempted to leave.

The duo also allegedly offered drugs to patients, cut them off from communication with family members, prevented them from accessing their belongings and physically blocked them from leaving the facilities to continue billing their insurance policies.

When Nathen Young was informed that a patient wanted to leave detox so he could smoke marijuana, Young instructed that the patient should be given what he wanted, off-site from the detox, to keep him there, prosecutors said.

"It is especially egregious when doctors and other health care professionals, who pledged to do no harm, resort to petty greed and criminality," said First Assistant United States Attorney Bill Essayli. "Every dollar drained out of our private and public health insurance systems is one less dollar available to those who truly need it."

The sweep also targeted several other major healthcare fraud schemes across the region. In one instance, defendants were charged with stealing more than $140 million by falsely certifying non-terminally ill patients for hospice care.

In a separate prescription fraud scheme, Christina Mareik, 61, of Whittier, was charged for her role in allegedly submitting thousands of bogus prescriptions for high-reimbursement generic drugs to Medi-Cal, California's Medicaid program.

Additionally, Dr. Hassan Badday, 48, of Los Angeles, and Dr. Robby Ayoub, 52, of Huntington Beach, were charged with taking illegal kickbacks from a Houston laboratory marketer in exchange for ordering unnecessary Medicare genetic tests.

‘Looksmaxxing’ influencer ‘Clavicular’ brings barking dog to court as 'support mechanism': expert

Braden Peters, 20, better known as the "looksmaxxing" influencer "Clavicular," walked up to court with a barking dog ahead of his arraignment in a Massachusetts courtroom on Thursday.

Peters appeared in Orleans District Court and entered a not guilty plea on charges relating to an alleged rape. A court clerk confirmed to Fox News Digital that he posted $10,000 bail relating to the charges.

The incident allegedly involved a 17-year-old victim that occurred in 2025 at his family's Cape Cod home.

Former criminal defense attorney and Fox News Contributor Ted Williams said Peters arriving at court with a dog was not necessarily unusual.

"I don't think it's really out of the ordinary for a defendant to show up at court and the dog is left outside on a leash at a specific location or left with a person," Williams told Fox News Digital.

Williams said the dog could have served as a source of support for Peters ahead of the court appearance.

"There are people who are more attached to their dog than they are attached to a human being, believe it or not, and that may be just his support mechanism — the dog," Williams said.

What would be unusual, Williams said, is if the animal were allowed inside the courthouse under normal circumstances — as dogs or animals of any sort are not permitted in courts, he said.

On Wednesday, Peters’ attorneys filed a memorandum asking the court to release him on cash bail, arguing he was neither a flight risk nor a danger to the community and offering to surrender his passport and have no contact with the alleged victim.

He was not jailed awaiting Thursday’s arraignment; he appeared in response to a summons and then posted bail.

Panther spirit in DC: Organizing against Trump’s fascist push

Host of Rattling the Bars Mansa Musa speaks with Free DC Executive Director Keya Chatterjee at a rally against Trump's National Guard deployment in D.C. on October 14, 2026.

October 22nd marks the National Day to Stop Police Brutality. Free DC and Pan-African Community Action (PACA) are two organizations in the nation’s capital engaged in building community and direct action against the various entities that form the policing apparatus in DC: police, FBI, HSI, National Guard, etc.

While Trump boosts their funding—much like giving a steroid to the carceral machine—Free DC and PACA are heightening the contradictions of the Trump administration’s fascist agenda by providing vulnerable communities with the resources that the government withholds and refuses to fund.

Trump’s deployment of the National Guard costs upwards of $3M daily and will total $2.9B by the end of his term. How would you spend $3M a day?

On this episode of Rattling the Bars, former political prisoner and Black Panther Mansa Musa speaks with organizers pushing back against the National Guard occupation of DC on the eve of the Black Panther Party’s 60th Anniversary.

Transcript

The following is a rushed transcript and may contain errors. It will be updated.

Mansa Musa:

Welcome to this edition of Rattling the Bars. I’m your host, Mansa Musa. The presence of the National Guard in the District of Columbia calls $3 million a day and an estimated $2.9 billion the next presidential election. Recently, I covered two organizations that are pushing back against their present. PACA, Pan-African, Community Action, who primarily organize in the Southeast section or the District of Columbia, Anacostia area, and Free DC. Take a look. We’re at the Black Workers Wellness Center. I’m talking to Alex from the Pan-African Community Action, PACA. And today they’re having political education form because of the anniversary, the 60th year anniversary of the Black Panther Party. And we’re doing political education in its roles form. So Alex, tell our audience a little bit about PACA.

Alex:

We’re a group of African and black people organizing in Southeast DC for power. We’re trying to build up institutions that are made up of just ordinary working class people, working class black people. We’re trying to build up alternative institutions that are able to challenge the preexisting institutions that are currently failing us. We see failing healthcare. We see funding going towards police and national guard. At the same time, we’re seeing cutting off from SNAP benefits, disinvesting from education affecting black children. And so we believe in a power shift and the only way to achieve that power shift is through building up a mass movement. And we’ve been organizing down here for 10 years.

Oliver:

When we look in our communities, we see occupying police forces. We see education we don’t control. History we don’t define. We see institutions we don’t have, whether it’s healthcare, whether it’s housing, whether it’s transportation. So the colonization we’re experiencing domestically, the Panthers saw that as linked to the anti-colonial struggles taking place around the world.

Huey P. Newton:

In America, black people are treated very much as the Vietnamese people or any other colonized people because we’re used, we’re brutalized. The police and our community occupy our area, our community as a foreign troop occupies territory.

Mansa Musa:

Earlier today, we was in free DC downtown where they was protesting the occupation by the National Guard.

Keya Chatterjee:

We want to be really clear that it is time for these armed soldiers to leave DC and leave our community. We’re in the middle of an election right now. We’ve seen them standing in front of polling locations, standing in front of ballot boxes. We’ve seen them at our schools. We’ve seen them all over our transportation system for all over a year. It is time for the guard to leave. I mean, from August 11th to January of 2029, can you imagine? It’s billions of dollars. It is a clear effort to violate our rights and to suppress dissent and we’re not going to stand for it.

Mansa Musa:

They’re blocking both sides of the street. They’re at the top on third street, third DC, and at the bottom of third and constitution. They’re definitely representing the right to civil disobedience.

DC resident 1:

Nobody in DC wants them. They’re a hassle to us and they don’t do anything good and they’re taking a lot of our money and they make the city feel unsafe because of their presence. So I’m not interested in having them here any longer.

DC resident 2:

And I think the National Guard are making our streets less safe. They’re scaring people away from U Street Corridor, which is such a vibrant place where young people like to come and gather and they are chasing everybody out of our city and our businesses and it’s not good for us.

Keya Chatterjee:

We’re going to be in all the places. We also will be over at Bard Early College at 3:00 PM today because the soldiers have been walking around with HSI and FBI in front of that school for weeks. Nobody asked you to be there. Nobody wants you there. Our DC council who we elect have been clear unanimously sending letters to every single governor saying, “Remove your troops. You are not wanted here.” At the end of the day, they say the soldiers are going to be here until January of 2029. We know why they say January of 2029, right? We’re standing here in front of the Capitol. We know what happened in January of 2021. And so what we say is that we will not tolerate that. They can’t do this without our consent. If we start collectively refusing to go to work, refusing to go to school, refusing to shop in the face of their blatant attempts to consolidate power, then they can’t get away with it.

And it’s already working. We’re already winning. What we know is that when we act collectively, it works. Even multi-billion dollar corporations have to give in to us and even this corrupt regime cannot stand if we act collectively and refuse to consent. So that’s what we’re building our way towards, neighborhood by neighborhood, person by person, training by training. We are building towards having enough collective power that they cannot get away with it.

Mansa Musa:

And in terms of y’all’s strategy about occupation, National Guard and Ward seven and eight, how do y’all see y’all being effective in terms of y’all organizing?

Alex:

Yeah, absolutely. I mean, historically Ward seven is eight has been redlined, experiences the most disinvestment from healthcare, from education, always over policing. And now we’re seeing over policing on a broad level across the entire DC, but it always starts with Ward seven and eight. It always starts with these metro stations, Anacostia, Congress Heights, Southern Avenue. We see the FBI, the DHS, the National Guard here first. And so we understand that it does affect all of DC, but it hits Ward seven and eight the hardest. This is where people experience the most oppressed conditions. There’s the most poverty down here. There’s already a heightened police presence even before the National Guard here. And so everything with the safe and beautiful task force and National Guard is just making it more violent. It’s bringing out more tension in these areas and it’s heightened the need for us to organize for ourselves too.

Mansa Musa:

What else do you want to PACA primary objectives in terms of organizing? We talking about the Black Panther Party and we know that they evolved and got to a place where they had survival programs and here we call them survival pending revolution. The ultimate goal was the programs was to turn them over to the community so they become a part of the infrastructure for revolutionary activities. So what are some of the programs y’all got?

Alex:

Absolutely. So our objectives are similar to the Panthers in the sense that we also have survival programs. We have our People’s Pan-African Wellness Front, which is a health clinic which we operate every four Sunday where we try to bring people in to volunteer and work together. We provide free blood pressure testing, glucose testing. We have activities like yoga. We have free grocery distribution, which includes locally grown vegetables and fruits. Oftentimes we have speakers come in and give lectures. So that’s just one example of a space where the community can come together and provide for ourselves, training people to become organizers for our mass movement. Another one of our programs, the Transit Solidarity Program, that’s a program we have going on this weekend where we take community donated smart trip cards, we put money on them and we distribute them at Anacostia Station. And we do this to basically heighten the contradiction between ourselves, the people coming together to provide for working class people just trying to access Metro versus the state, which is dumping upwards of $3 million a day into FBI, DHS, National Guard, MPD to occupy and patrol these stations, ticket people, $50, $100 just for trying to access the bus.

It’s ridiculous.

Mansa Musa:

As you can see, people are standing up against the military industrial complex, policing and the National Guard in the nation capital and around the country. October the 15th marked the 60th anniversary of the Black Panther Party. And one of the things the Black Panther Party stood for among many was community control over the police. As you can see, it’s the community that’s opposed to the presence of the National Guard and heavy-handed policing in the District of Columbia. We ask that you continue to look at the real news and rattling the bar and weigh in on these issues, all power to the people.

💾

"We want to be really clear that it is time for these armed soldiers to leave DC… We've seen them standing in front of polling locations… at our schools… all over our transportation system… It's billions of dollars. It is a clear effort to violate our rights… and we're not going to stand for it."

França registra primeiro caso humano do vírus Shamonda

Alleged sham marriage 'mastermind' caught on video saying sanctuary state is 'best place' for illegals

The U.S. Attorney's Office for the District of Massachusetts released a video of alleged sham marriage mastermind Jennifer Gonzalez detailing her pay-for-play scheme which officials say netted her over $6 million.

The U.S. Attorney's Office accused Gonzalez of orchestrating fake marriages between U.S. citizens and illegal immigrants, charging the immigrants up to $40,000 per marriage.

Gonzalez can be seen on a video recorded by a witness cooperating with federal law enforcement explaining how her scheme worked.

FORMER USCIS OFFICIAL, ACCOMPLICE CHARGED IN ALLEGED $960K CITIZENSHIP BRIBERY SCHEME

"They will come, I will present them to the wife, they're like, 'yes, I want them, not a problem, I'll be back in, I don't know, three weeks.' And they would leave and make me hold these girls for months," she explained.

"The payment, it's agreed by both parties, OK? This is the first initial payment for the total amount of $38,000. Now, let me calculate that real quick. So $38,000 minus $3,000," she continued, while using a calculator. "That's going to give us $35,000. And then the day of the wedding, you have to bring me, what? $12,000.

"You and I are the ones in this contract, not nobody else. Because we don't want to get your wife and yourself into a...putting in paper about a fake marriage. You know what I mean? Does that make sense to you? Because if anything happened, we don't want them to have any proof that this was fake," she said.

Gonzalez also explained to the witness, who she believed to be an illegal immigrant, that Massachusetts was the best place to go for illegal immigrants because of its sanctuary state status.

BIDEN-APPOINTED JUDGE DEALS TRUMP ANOTHER SANCTUARY CITY DEFEAT IN MAJOR IMMIGRATION FIGHT

"Massachusetts is best place for you to be. That is a fact," Gonzalez said.

"You get health insurance. You get a lot of help as an immigrant here," she explained, adding, "Trump doesn't like this state because...the state defends us very much."

She also revealed that she stopped arranging the marriages around 2025 because of increased federal immigration enforcement.

Gonzalez further told the witness that she owned multiple properties in the Dominican Republic, which she called "my country," and in Puerto Rico.

"Miss Gonzalez got rich off selling the American dream, all the while investing her money in another country," Leah Foley, the U.S. Attorney for the District of Massachusetts, told reporters during a Wednesday press conference announcing the scheme.

Supreme Court rejects Trump bid to halt care for incarcerated trans people

The U.S. Supreme Court has denied an emergency petition from the Trump administration, which sought a stay on a lower court’s injunction on a policy that would have denied gender-affirming care to federally incarcerated transgender people.

That policy was implemented by the Bureau of Prisons (BOP) after President Donald Trump signed an executive order in January 2025 that denied the existence of transgender people. The order also directed federal agencies to take steps that would be consistent with that view, and included specific instructions for the BOP.

“The Attorney General shall ensure that the Bureau of Prisons revises its policies concerning medical care to be consistent with this order, and shall ensure that no Federal funds are expended for any medical procedure, treatment, or drug for the purpose of conforming an inmate’s appearance to that of the opposite sex,” the order reads.

After the BOP conformed to the order, a group of incarcerated trans people who had been receiving gender-affirming care sued the administration. The group is being represented by the American Civil Liberties Union (ACLU), which argued that their Eighth Amendment protections against cruel and unusual punishment were being infringed upon.

A federal judge agreed, and, in August, ordered the policy to be blocked. The Trump administration challenged that finding, but the U.S. Court of Appeals for the District of Columbia Circuit upheld it, prompting Solicitor General John Sauer to submit an emergency appeal to the Supreme Court.

The court has regularly ruled against transgender people, allowing state bans on trans athletes’ participation in sports, ruling in favor of a ban on transgender people in the military, and upholding state laws that bar gender-affirming care for trans children and teens. Yet on Wednesday, the court denied the Trump administration’s request.

“The application for stay presented to The Chief Justice and by him referred to the Court is denied,” the order read, giving no further explanation. Two justices for the court — Samuel Alito and Clarence Thomas — would have granted the Trump administration’s request for a stay, the document said.

The ACLU heralded the high court’s denial of the emergency petition, stating, “This ruling affirms that federal prison officials can’t deny transgender people essential health care.”

Around 1,000 federally incarcerated trans people have also been diagnosed with gender dysphoria. The ruling means these individuals can continue receiving gender-affirming care while they remain in federal prisons or jails and the case moves forward in the lower courts.
