California's 'Wealth Tax' Could Cost the State $39 Billion

A proposed "wealth tax" on California's billionaires could backfire and cost the state tens of billions of dollars in the long run.

If the proposed tax drives wealthier residents out of the state, California could end up losing between $1 billion and $3.5 billion annually in income taxes, according to a working paper published this week. A pair of researchers at Stanford University warn that the state could end up losing an estimated $39 billion because of the consequences of the wealth tax.

"These findings suggest that the Billionaire Tax Act will not fulfill the primary functions for which it was designed," write researchers Benjamin Jaros and Joshua Rauh.

Voters in California will decide next month whether to impose the one-time, 5 percent tax when they vote on Proposition 40. The ballot measure is dividing Democrats—Gov. Gavin Newsom opposes it, while progressive Rep. Ro Khanna (D–Calif.) claims it is the "most important ballot initiative in America and a fight for the soul of our party."

And it's already spurring some billionaires to flee the state—including venture capitalist Peter Thiel and Google co-founder Larry Page. Including those two, the seven billionaires who have publicly said they are leaving the state represent more than $539 billion of the nearly $1.9 trillion aggregate net worth of California's billionaires, the researchers note.

With other departures likely happening more quietly, the new study estimates that the tax will generate about $30 billion, a far cry from the $100 billion that the tax's supporters expect. The "behavioral response" from billionaires in California "has eroded most of the projected tax base," write Jaros and Rauh.

That's still a pretty big pot of revenue. In the long run, however, the state is likely to lose out.

After running 100,000 simulations using different assumptions, the two researchers report that "85 percent of plausible outcomes produce a negative" result in state revenue.

Other recent experiments with special taxes on wealth have backfired in similar ways. In response to a new wealth tax in Washington State, Jeff Bezos relocated to Florida, and iconic Seattle brand Starbucks shifted more of its corporate headquarters to Tennessee. Studies have shown that a "millionaires tax" in Massachusetts contributed to wealth moving out of that state.

Capital is always mobile, despite the best efforts of politicians. And if you were a billionaire living in California, why would you stick around?

Polls show voters are narrowly divided over Proposition 40. A Politico poll published earlier this month showed 46 percent of voters plan to vote for the measure, while 43 percent oppose it. Voters were similarly divided when asked if they expected it to pass or not.

United CEO Scott Kirby says he wants a nationwide wealth tax

  • United CEO Scott Kirby says he's all for a nationwide wealth tax.
  • Kirby said wealth inequality "has become a danger to our society."
  • While Kirby doesn't want a state-by-state approach, California voters will soon vote on a proposed billionaire tax.

United CEO Scott Kirby says "wealth inequality has become a danger to our society."

That's why Kirby said he supports a nationwide wealth tax.

"We should have a national wealth tax — it won't work by state because people will just move," Kirby recently told The New York Times.

Kirby, who lives in the Chicago area near United's headquarters, was one of the highest-paid CEOs of a public company in 2025, according to Crain's Chicago Business. Kirby's 2025 total compensation was valued at over $32 million, according to United's filing with the Securities and Exchange Commission.

Wealth taxes are facing one of their biggest tests yet this November. Californians will vote on what, if approved, would become the world's first billionaire tax.

The fight is pitting some of the state's wealthiest individuals against the proposal. Google cofounder Sergey Brin alone has donated $102 million to a group seeking to undercut the proposed wealth tax by proposing competing initiatives that could effectively cancel it out.

In addition to a wealth tax, Kirby also said that inheritance taxes should be increased.

"We should have inheritance taxes that get close to 100 percent at some level," he said. "I would pay them."

Kirby's views may seem unusual among corporate leaders, but others are at least open to the idea of wealth taxes.

Nvidia CEO Jensen Huang recently reiterated his willingness to pay potentially billions of dollars if California's wealth tax goes into effect.

"I don't mind paying taxes," Huang said. "The more you make, the more taxes you pay, so I'm OK with it."

Huang, who famously got his start working at Denny's, said he worries about other things. Bloomberg estimates that the Nvidia CEO is now worth $180 billion, making him the ninth richest person in the world.

"The fact that I can afford to pay $8 billion in taxes over five years is a privilege," he said. "I'm not afraid of paying taxes. I'm just afraid of being poor."

20 October 2026 at 10:04

Flat tax fino a 100mila euro, come funziona l’ipotesi

  • fino a 85mila euro si resta nel regime forfettario con le agevolazioni previste e senza applicazione dell’Iva in fattura;
  • oltre 85mila e fino a 100mila euro si resta nel regime forfettario fino alla fine del periodo d’imposta e si passa al regime ordinario dall’anno successivo;

Vicente Capela vence finais no Bombarral e fecha RMC no 1º lugar do pódio

Former Bank of England chief economist says Tory growth policies ‘far more likely to succeed’ than Labour’s – UK politics live

Andy Haldane writes that Conservative economic plans would be best for growth ahead of Healey budget

Badenoch says Britain needs tax cuts.

We need to get out of the way of job creators who make our country richer. We need to encourage risk taking, wealth creation, enterprise.

Britain’s tax burden has never been higher. You are taxed on the heating in your home. You’re taxed at the petrol pump filling up your car. You’re taxed when you insure that car. You’re taxed if you take the family away on holiday. You’re taxed if you stay in the UK thanks to Andy Burnham’s tourist tax. You’re taxed to buy a home, taxed to live in a home, taxed to pass on your home. This is clearly not working. Britain does not feel better off.

Andy Burnham wrote in The Times yesterday about the moral outrage of the current benefit system. But as far as I could work out, his answer is to spend even more on benefits.

Healey to reject calls to raise capital gains tax in budget

Cabinet colleagues have previously called for an increase but chancellor feels it might ultimately cost the Treasury

John Healey will not raise capital gains tax in next week’s budget, despite previous calls to do so from cabinet colleagues including Louise Haigh and Wes Streeting.

The chancellor has decided that any increase might ultimately cost the Treasury if wealthy individuals defer the sale of assets or move them out of the country, according to Treasury sources.

France Introduces New Tax on Added Sugar

20 October 2026 at 07:14
A new tax on added sugar in France could lead to higher prices for sweet products. The measure was proposed by the government as part of the 2027 draft budget and has been approved by members of parliament. However, it has raised concerns among manufacturers. The new tax follows an existing levy on carbonated drinks […]
