New instructions issued for schools in Punjab regarding students B-Form

LAHORE – The School Education Department has issued new instructions directing schools to ensure the accurate entry and verification of students’ B-Form numbers through the National Database and Registration Authority (NADRA) within 10 days.

According to the department, all schools must complete the process of entering and correcting students’ B-Form numbers within the stipulated deadline. The information will be verified against NADRA’s official records to ensure the accuracy of student data.

Under the new instructions, school heads will be held responsible for any incorrect entry of B-Form numbers. They will also have to bear the expenses payable to NADRA if errors in the records result in additional costs.

The department has also clarified procedures for students who do not possess a B-Form.

In such cases, schools have been instructed to temporarily enter the father’s Computerised National Identity Card (CNIC) number in the student’s record.

The education department has explicitly stated that no child can be denied admission to a school solely because they do not have a B-Form.

School heads have been directed to ensure that all student records are corrected within the specified period so that the information maintained by educational institutions matches NADRA’s database.

The instructions aim to improve the accuracy of student records and ensure consistency between school registration data and national identity records.

Islamabad court sentences man to death for raping stepdaughter

ISLAMABAD – A special anti-rape court in Islamabad has sentenced a man named Iftikhar Ahmed Khan to death for raping his stepdaughter, ruling that her testimony, medical evidence and DNA findings sufficiently established the prosecution’s case.

The judgment was delivered by Additional District and Sessions Judge-I and Special Anti-Rape Court (East) Islamabad Judge Muhammad Sohail. The death sentence is subject to confirmation by the Islamabad High Court.

The case was registered on February 5, 2025, at Shahzad Town Police Station following a complaint by the victim’s mother under Section 376 of the Pakistan Penal Code (PPC).

According to the court’s judgment, the victim told the court that her stepfather had subjected her to sexual abuse for approximately a year. She discovered in February 2025 that she was around five months pregnant, after which her mother approached the police.

The prosecution presented 11 witnesses during the trial. The accused denied the allegations and claimed he had been falsely implicated in the case, but the court rejected his defence.

DNA Evidence Supports Prosecution Case

The judgment referred to a supplementary DNA report issued by the Punjab Forensic Science Agency (PFSA), which stated that Iftikhar Ahmed Khan could not be excluded as the biological father of the newborn.

The report recorded a probability of paternity of 99.9999996 per cent and a combined paternity index of 277,507,014.

According to the court record, the victim gave birth to a boy at the Pakistan Institute of Medical Sciences (PIMS), Islamabad, on July 2, 2025.

The court observed that the victim’s testimony remained consistent on key aspects of the case and was corroborated by the DNA findings. It also noted her statement that fear had prevented her from informing her mother and siblings about the abuse.

Court Addresses Initial Forensic Report

The judgment also examined the initial forensic findings from the victim’s medical examination.

According to the court record, samples collected during the examination did not reveal traces of semen in a forensic report dated February 28, 2025.

However, DNA testing was subsequently conducted using samples from the newborn. The supplementary report was issued on January 2, 2026.

The court held that the absence of semen in the initial samples did not negate the significance of the later DNA evidence.

It further observed that the absence of visible injuries does not necessarily disprove an allegation of sexual assault, particularly in circumstances involving an accused who is the head of the household and the victim’s parent.

Fine and Compensation Ordered

In addition to the death sentence under Section 376(1) of the Pakistan Penal Code, the court imposed a fine of Rs500,000 on the convict.

The judgment states that failure to pay the fine will result in an additional six months of imprisonment.

The court also directed the convict to pay Rs1 million in compensation to the victim and Rs2 million to her son, bringing the total compensation to Rs3 million.

RIYADH/WASHINGTON – The Saudi-led coalition has claimed that four drones heading towards Madinah and Saudi Arabia’s eastern regions were intercepted and destroyed before reaching their targets.

According to the coalition’s spokesperson, the four drones were neutralised during a defensive operation. However, no further details were provided about where the drones originated, their intended targets or who may have launched them.

The identity of those responsible for the drone launches and details of any potential damage have not yet been disclosed. Further information from Saudi authorities is expected to clarify the circumstances surrounding the incident.

Meanwhile, a White House official has said the United States does not plan to attack Iran before the country’s midterm elections in November.

White House Deputy Press Secretary Anna Kelly made the remarks in response to Israeli Prime Minister Benjamin Netanyahu’s statement that US President Donald Trump supports a plan to remove Iran’s leadership.

Asked about reports of discussions between Trump and Netanyahu concerning plans to remove the Iranian government, Kelly referred to the US president’s assessment of Iran’s current position.

She said Trump had described Iran as being in a severely weakened economic and military condition. Kelly also said the blockade would remain fully in place, while oil shipments through the Strait of Hormuz would continue at record levels.

Kelly reiterated that the United States would not attack Iran before the midterm elections.

The remarks follow Trump’s recent statement ruling out the use of nuclear weapons against Iran and dismissing the possibility of deploying US ground troops to the country.

PHC seeks government responses on petitions against governor’s rule in KP

PESHAWAR – The Peshawar High Court (PHC) on Tuesday issued notices to the federal and Khyber Pakhtunkhwa governments over multiple petitions contesting the imposition of emergency and governor’s rule in the province.

The court adjourned further proceedings until November 10 after hearing initial arguments.

A two-judge bench, comprising Justice Ijaz Anwar and Justice Muhammad Faheem Wali, also directed that notices be sent to the attorney general for Pakistan and the KP advocate general. The bench said a further order would be issued subsequently.

The petitions include one filed by Pakistan Tehreek-e-Insaf (PTI) Chairman Barrister Gohar Ali, alongside pleas submitted by PTI leader Shandana Gulzar, the KP Bar Council and representatives of Tehreek-i-Tahafuz-Ayin-i-Pakistan (TTAP).

Representing Gohar, lawyers Barrister Sameer Khosa and Salman Akram Raja challenged the constitutional and legal basis of the measures. Khosa argued that Article 232(1) of the Constitution required approval from the provincial assembly before an emergency could be imposed.

He maintained that the mandatory procedure had not been followed and said subsequent approval by the National Assembly and Senate was also being contested.

The counsel further argued that conditions in KP did not justify the measures and referred to a Supreme Court ruling in the former chief minister Pir Sabir Shah case. He contended that the chief minister and provincial cabinet should continue functioning during an emergency.

Khosa told the bench that Chief Minister Sohail Afridi and the provincial assembly speaker were allegedly missing and said the petition sought their recovery, restoration of the assembly and reversal of the measures.

Raja also maintained that the relevant legal requirements had not been fulfilled and called for governor’s rule and the emergency to be withdrawn.

Addressing the court, Gohar alleged that PTI-affiliated lawmakers had been taken into custody and that party members were facing harassment and raids at their homes. He claimed that 12 members of the National Assembly and 14 provincial lawmakers had been picked up.

The court will take up the matter again on November 10.

585-watt solar panel prices drop in Pakistan: Check new rates

LAHORE – Solar panel prices in Pakistan have reportedly declined by up to Rs8,000 in recent weeks, with the rate of a 585-watt solar plate falling to Rs19,000, according to a social media post sharing market updates.

The reported reduction comes amid slower buying activity during the winter season, which has affected demand in the solar panel market.

However, prices may vary depending on the brand and manufacturer, meaning buyers could encounter different rates across the market.

The latest prices were shared by a Facebook page that regularly posts updates on solar panel rates.

The figures have sparked mixed reactions among social media users, with some questioning whether the panels are actually available at the reported price.

One user claimed that the current market rate for a 585-watt solar panel stood at Rs22,500, indicating a difference of Rs3,500 from the reported price of Rs19,000.

The differing claims suggest that prices may vary between sellers and brands. Buyers are advised to confirm the latest rates with local suppliers before making a purchase.

While the reported decline could offer some relief to prospective solar panel buyers, the exact price depends on the product and the seller.

Pakistan to make e-passports mandatory from THIS date as schedule changed

ISLAMABAD – Pakistan has extended the deadline for the mandatory issuance of electronic passports (e-passports), with the new system set to take effect nationwide on October 23, 2026, instead of the previously scheduled October 15.

The Directorate General of Immigration and Passports has revised the timeline for phasing out machine-readable passports (MRPs) as the country prepares to transition to the modern e-passport system.

Under the updated policy, all passport offices across Pakistan and Pakistani diplomatic missions abroad will issue only e-passports to applicants seeking new passports from October 23, 2026. The issuance and renewal of machine-readable passports will continue until October 22.

Authorities had earlier set October 16 as the deadline for making e-passports mandatory. The revised schedule provides additional time before the transition to the new system takes effect.

Officials have clarified that machine-readable passports issued before October 23 will remain valid until their expiry dates. Holders of valid MRPs will not need to replace their existing passports before expiry solely because of the introduction of the new policy.

The transition to e-passports aims to modernise Pakistan’s passport services and bring the security and operational efficiency of its travel documents in line with international standards.

Once the new policy comes into effect, e-passports will become the sole type of passport issued to new applicants through passport offices nationwide and Pakistani diplomatic missions overseas.

Consumers hit hard as LPG prices surge to Rs500/Kg in Punjab, KP

LAHORE – Consumers in Punjab and Khyber Pakhtunkhwa are facing a growing financial burden as liquefied petroleum gas (LPG) prices have surged to Rs500 per kilogram, significantly exceeding the officially notified rate for October 2026.

Irfan Khokhar, chairman of the LPG Distributors Association, said the government had fixed the LPG price at Rs279 per kilogram for October.

However, consumers in Punjab and KP are being charged as much as Rs500 per kilogram, while prices in hilly areas have reportedly climbed to Rs600 per kilogram.

The sharp difference between the notified rate and market prices has raised concerns among consumers already struggling with rising household expenses.

Khokhar criticised the Oil and Gas Regulatory Authority (OGRA), alleging that it had failed to take effective action against excessive pricing. He called on the government to use the Sui Southern Gas Company (SSGC) terminal to help control LPG prices.

Consumers are facing mounting pressure as the fuel’s market price remains far above the officially announced rate, prompting renewed calls for stronger price monitoring and effective regulatory action.

Last week, Pakistan has received its first liquefied natural gas (LNG) shipment for October, offering some relief to the country’s energy supply as part of its winter gas supply management.

However, concerns are growing over meeting domestic demand during the winter of 2026-27.

The LNG vessel Al Areesh, carrying a shipment from Qatar, arrived at the Engro LNG terminal on Tuesday at 11:05 am. The process of converting the imported LNG back into natural gas began at noon, according to the provided information.

Pakistan is expected to require 24 LNG cargoes to meet its gas needs during the upcoming winter season. However, rising consumption and constraints on available supplies could put pressure on the country’s energy system.

Gas demand from Sui Northern Gas Pipelines Limited (SNGPL) is projected to increase sharply from the current 550 million cubic feet per day (mmcfd) to 1,550 mmcfd during winter.

Similarly, demand served by Sui Southern Gas Company (SSGC) is expected to rise from 300 mmcfd to around 500 mmcfd.

The widening gap between demand and available supplies has raised concerns about potential gas shortages across several sectors. Export-oriented industries, non-export industries, compressed natural gas (CNG) stations and cement manufacturers could face supply disruptions during the colder months.

The arrival of the October shipment provides a limited boost to supplies, but ensuring adequate LNG availability throughout the winter will remain a major challenge as consumption increases nationwide.

According to Chief Traffic Officer Kainat Azhar Khan, citizens can access the online services through the Islamabad Traffic Police web portal with a single click.

The services will also be available at the Traffic Headquarters in Faizabad and other police facilitation centres from Monday, October 19, she said.

Home Delivery Service

Kainat Azhar Khan further stated that renewed and duplicate driving licences would be delivered to citizens’ doorsteps through TCS courier services, eliminating the need to visit offices to collect the documents.

Applicants have been advised to provide their complete names, accurate residential addresses and active mobile phone numbers when submitting online applications.

She warned that incorrect or incomplete addresses could cause delays in the delivery of driving licences.

The chief traffic officer said Islamabad Traffic Police was working to provide modern and convenient online services, adding that public convenience and saving citizens’ time remained key priorities.
