Russia is building satellite network that could put all of Europe in reach, defense executive warns

Russia is building a satellite network that could soon put all of Europe within its reach. The “Rassvet” satellite system is an extraordinary threat, first to Ukraine and then to the rest of Europe, Oleksandr Danyliuk, the head of the private European aerospace and defense technology company Destinus, said at the Warsaw Security Forum, according to Ukrinform.

Rassvet is Russia’s answer to Starlink, a low-orbit satellite network built by Bureau 1440 to give Moscow’s forces communications that no one else can switch off. European states must invest more quickly in cheap, effective, mass-produced systems to counter it.

“They will be able to navigate to any point in Europe without problems. This needs to be stopped,” said Danyluik, a former Ukrainian finance minister, said.

Cheap systems, made at scale

Danyliuk’s prescription is already being used on Ukraine’s front. Europe should invest in inexpensive, effective systems that can be mass-produced, he argues, the same approach Ukraine uses, and that Russia also turns against it.

“This gap needs to be filled as quickly as possible,” he said.

He urged allies not to overlook threats that might look secondary today, pointing to Rassvet as exactly that kind of slow-building danger.

Appearing strong is not enough to deter Russia, Danyliuk argued, because Moscow can gauge how ready European states actually are.

Ukraine races to catch up

Both sides are now scrambling to own the satellite link rather than rent it. Ukraine is building a satellite system of its own, similar to Starlink but beyond any single company’s control, President Volodymyr Zelenskyy said on 4 October.

He argued Kyiv should be free to turn Starlink on Russian military targets, warning that China and other states will share comparable satellite technology with Moscow within months.

By Ukrainian estimates, Russia still needs five to eight years to complete Rassvet, which so far reaches Ukraine only in brief passes. That window is the time Danyliuk says Europe must use.

Peacekeepers, riot police, and drone crews: Russia’s bloc rehearses an operation in a Belarusian oblast bordering two NATO states

peacekeepers riot police drone crews russia’s bloc rehearses operation belarusian oblast bordering two nato states · post bmp-2 infantry fighting vehicles belarus’s 6th separate guards mechanized brigade during combat-readiness check

Russia and four allies began five-day military drills in Belarus on 12 October, the Russia-led Collective Security Treaty Organization (CSTO) said. The troops are rehearsing peacekeeping and a biological-threat response. Minsk insists the drills target no one, while Belarus’s army chief calls them deterrence against hostile states.

Russian troops crossed Belarus to advance on Kyiv in 2022, and it now hosts Russian units with Oreshnik missiles and equipment guiding attack drones into Ukraine. Every foreign deployment there worries Kyiv and neighboring NATO members, which blame Minsk and Moscow for border pressure.

Riot police and drone crews in a “peacekeeping” drill

Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan brought more than 1,500 troops and over 300 weapons and vehicles, including about 80 drones, The Moscow Times reported, citing the bloc. Armenia, the sixth member, is not among them. The peacekeeping drill runs in Vitsebsk Oblast, bordering Latvia and Lithuania, with Belarusian riot police and internal troops joining, the bloc’s command said.

Up to 60 railcars: Belarus wires a border base to take in military trains

Russia sent motorized rifle, reconnaissance, electronic warfare, and drone units from its Central Military District, the CSTO said. Russia, this year’s chair, prioritized peacekeeping readiness and the joint biological protection and medical unit, a bloc general said.

Belarus’s military insisted the drills are planned, yet its army chief called them “one of the measures of strategic deterrence against aggressively minded states” and claimed the West is “effectively preparing for a new hot war.”

Pressure on Belarus’s neighbors

In Latvia, armed, masked escorts from Belarus tried to force migrants across this month, the military said, and raiders stole border cameras hours later. Estonia’s police and border guard chief warned migration pressure could jump before winter, as Russia eases entry from countries like Ethiopia and Belarus passes migrants on to the EU. Lithuania posted up to 100 soldiers on its border with Russia’s Kaliningrad, and in September NATO’s Italian jets downed a drone that crossed in from Belarus. On 9 October, Minsk summoned Ukraine’s envoy over an alleged drone strike on a Belarusian truck in Russia, and Kyiv rejected the “absurd accusations” of “an accomplice in the crime of aggression against Ukraine.”

Belarus keeps its army on alert

In September, Belarusian armor drilled near the Suwałki Gap, NATO’s land link to the Baltic states, and Lukashenka said the whole army would be checked, up to mobilization. On 12 October, he ordered a snap check of a 6th Separate Guards Mechanized Brigade battalion, state news agency BelTA reported. European spy agencies also warn of more Russian assassination plots against defense executives.

Ukraine’s intelligence still rates the threat from Belarus as low, but each new contingent, missile unit, and airborne brigade there widens what Kyiv and NATO’s eastern flank must watch.

At the epicenter of the mysterious health alert in Siberia: ‘Plague? There’s no panic, people are calm’

A street in Irkutsk, Siberia, where a woman died of pneumonia suspected to be related to plague.

“What plague?” an Irkutsk resident exclaims when the epidemiological crisis that has put this small Siberian city near Mongolia on the front pages over the past week is mentioned. “Do you see me wearing a mask?” the annoyed clerk at a pharmacy retorts when asked whether she has noticed any concern over reports of quarantines and the death of a laboratory worker. “Whatever the authorities say, we’ll obey. We all obey the authorities,” say two elderly women, carefree as they sit on swings in a park in Shelekhov, the suburb that their own governor advised people not to visit due to “a particularly dangerous infection.”

Hire next WHO chief for the job, not the flag

EU should use Digital Services Act against online tormentors of Belarusian and Russian exiles in Europe

11 October 2026 at 09:38

In December 2023, a Belarusian KGB representative entered an online seminar organised by the Belarusian Free University and told participants that everything was under the service’s control.

The following month, the online university, run from exile, was designated an “extremist entity”.

It was a warning that being in exile in a safe country does not necessarily put independent voices beyond the reach of authoritarian states.

For people forced into exile, reaching the EU should mean being able to continue their work without fear. Yet repression follows them into the digital spaces where they organise, report, and communicate. “We can never be sure who is behind a switched-off camera in our online meetings,” one interviewee told us.

ARTICLE 19 Europe’s new report, 404: Safety not found?, draws on interviews with exiled targeted journalists, human rights defenders working in Belarusian and Russian language environments, as well as digital security experts who try to protect them. Respondents identified Belarusian and Russian state-linked actors as major sources of threats, while stressing how difficult it is to attribute individual incidents.

The research documents phishing attacks that expose private communications and trusted contacts, including people inside repressive states. It also shows how platform moderation is manipulated through coordinated malicious complaints.

“Extremist” and “foreign agent” designations deter audiences from sharing or subscribing to independent media. A publication may lose sensitive records built up over years, or remain online yet lose contact with the people it exists to inform.

The harm extends beyond the person whose accounts are compromised. Stolen information may be used to pressure colleagues and relatives, while fear and mistrust drive self-censorship and withdrawal from public work.

For dispersed organisations with few offline ways to reach audiences, losing access to a platform can threaten their ability to function.

To an external observer, those attacks might seem like a scattering of isolated incidents. They are not. Digital transnational repression is a coordinated, evolving strategy – and treating it as anything less than a systemic risk will leave the response permanently one step behind the threat.

It’s a reality that the international community, including the European Union, must confront.

Turning commitments into protection

EU governments should recognise transnational repression for what it is: an attack on the conditions that allow independent journalism and civil society to function.

Offering physical refuge is not enough if people in exile cannot safely investigate abuses, organise or reach their audiences.

On 23 September, more than 130 UN human rights experts called for action against transnational repression. Mariana Katzarova, the UN special rapporteur on Russia, has called for a binding UN convention.

But the EU does not need to wait.

The Digital Services Act already gives the European Commission a basis for action. It requires designated very large online platforms to assess systemic risks to fundamental rights arising from their services in the EU and to take effective, proportionate measures in response.

The practical test is straightforward: does a platform’s design or operation enable transnational repression? Does that amount to a systemic risk under Article 34? Has the platform adequately mitigated it under Article 35?

Repeated abuse of reporting systems should trigger scrutiny of how those systems operate.

Platforms should provide meaningful human review, clear and accessible appeals and timely support for users facing coordinated attacks, and scrutinise government requests based on politically motivated designations.

Where the commission finds breaches, it should enforce compliance. Any measures against repression must protect freedom of expression, privacy and secure communication, including encryption.

While attribution remains difficult, victims should not have to establish the entire chain of state responsibility before receiving support.

Investigators must pursue perpetrators and enablers, while regulators assess whether platforms have addressed recurring risks.

These are distinct responsibilities; difficulty in fulfilling one cannot justify neglecting the other.

The EU should also establish a permanent European coordination mechanism linking national authorities, cybersecurity responders, and civil society.

It should set out clear arrangements for cross-border referrals, early warnings and support.

People reporting attacks need practical assistance, legal advice, and psychological support. Authorities must work with affected communities and build trust without treating language or nationality as grounds for suspicion.

The test for the EU is simple: can people who have reached European soil feel safe to continue documenting abuses, speaking publicly and seeking justice without having to constantly fear the governments they fled?

If the EU’s commitment to freedom of expression is real, it must be measured by the protection it delivers.

No dia 23, o prefeito Renato Júnior (Avante) cobrou políticas contra queimadas no interior do estado.

“Falta política pública no interior do Amazonas.

(Jorge Cosme/FOLHAPRESS)
