On social media, Correa criticized Gonzalez’s arrest and expressed his disapproval of the measure, accompanying his message with slogans of support for the leader and her political organization.

Andean Parliamentarian Virgilio Hernandez joined in the denunciation, asserting that Gonzalez has been the target of political persecution and expressing concern about the lack of official information regarding her whereabouts following her arrest.

Meanwhile, Ecuadorian media cited police sources who preliminarily “confirmed” the former candidate’s arrest, although authorities had not initially provided complete details about the procedure.

The text reads, “Gabriela Rivadeneira, president of the Citizen Revolution, denounced the kidnapping of Luisa Gonzalez and demanded her immediate release, following her arrest in the early hours of Thursday, October 22, in the Ecuadorian province of Manabi.”

The case comes weeks after the Electoral Disputes Tribunal upheld the disqualification that prevented Gonzalez from running for Prefect of Manabi, a decision that was challenged by her supporters and political allies.

Days before her arrest, the leader had publicly denounced international pressure and interference in Latin American political affairs, and warned of what she considers a strategy of judicial persecution against progressive sectors in the region.

The leadership of the Citizen Revolution movement demanded immediate information on Gonzalez’s condition and whereabouts, while also calling for guarantees that her rights will be respected during the ongoing legal proceedings.

Salvadoran President Bukele Issues Stern Warning to Haitian Gangs

22 October 2026 at 15:38

He assured that an operation is already underway to locate and rescue four Salvadorans in Haiti.

On Wednesday, Salvadoran President Nayib Bukele issued a stern warning to Haitian gangs after the kidnapping of four Salvadoran citizens who were part of an international security mission deployed in Haiti.

The four missing men are members of the Gang Suppression Force, a United Nations-backed unit tasked with combating armed groups that control large swathes of the Caribbean country.

According to reports, the Salvadorans were ambushed last Sunday while returning to their base from a supermarket in the town of Croix-des-Bouquets, on the outskirts of Port-au-Prince.

The armored vehicle they were traveling in was hit by explosives and caught fire during the attack. Although the soldiers managed to escape the vehicle, their whereabouts have been unknown since.

Bukele assured that an operation is already underway to locate and rescue the four Salvadorans. The president emphasized that the hostages are technicians and support staff dedicated to humanitarian work and medical evacuations.

The text reads, “Bukele Launches Military Operation in Haiti to Rescue Four Nationals. The president of El Salvador, Nayib Bukele, kicked off this strategy in response to the alleged kidnapping of four military technicians held by Haitian gangs.”

The president warned gang leaders that the current operation “is nothing compared to what’s coming” if the hostages are not released alive. At the same time, he offered the “possibility” of avoiding further consequences through their prompt release.

Bukele also reiterated that his government has launched an intense offensive against gangs in El Salvador and affirmed that it will act decisively to protect its citizens.

The Gang Suppression Force and special units of the Haitian National Police are maintaining operations in the area where the kidnapping occurred. During recent clashes, several members of armed groups were killed.

The incident comes amid the serious security crisis in Haiti, where thousands of people have died in recent years due to gang violence. Haitian Prime Minister Alix Didier Fils-Aime described the search for the four Salvadorans as an absolute priority for the country’s authorities.

Lula Accepts Bolsonaro’s Conditions for Financial Disclosure, Sets Deadline

Luiz Inácio Lula da Silva’s campaign confirmed that the Brazilian president accepted lifting the bank and telephone secrecy of the candidates and their families before Sunday’s runoff election, a proposal aimed at his opponent, Flávio Bolsonaro.

At a press conference, Camilo Santana, campaign coordinator for the Workers’ Party (PT), explained that the head of state seeking reelection has no problem with the conditions imposed by the other side. Santana said that regarding all the conditions Flávio has set, the president’s response is that he does not oppose anything proposed, as long as Flávio complies with and discloses everything contained in the request filed with the Superior Electoral Court (TSE).

The PT team specified that Thursday at 11:00 a.m. local time is the deadline for the far-right Liberal Party candidate to release his financial data and that of his circle, adding that Bolsonaro cannot wait until after the elections and that the deadline expires tomorrow.

The topic stems from last Sunday’s televised debate, in which Lula challenged the far-right senator to disclose the bank accounts of both candidates to show “who is honest and who is a thief.”

After the debate, the president presented a formal authorization before the electoral body on Tuesday to release his data and that of his wife and children, but Bolsonaro responded that he would only agree if the review were extended to people linked to the government’s circle.

The PT has accepted the conditions and added to the review the finances of former chief of staff Marco Aurélio Santana Ribeiro and of the president’s brother, José Ferreira da Silva, as well as the record of businesswoman Roberta Luchsinger’s access to the Presidential Palace.

After accepting the requests, the Workers’ Party team questioned the opposition’s delay in joining the initiative. Santana said that if Bolsonaro owes nothing, he should have accepted President Lula’s challenge last Sunday.

Venezuela’s national government and former deputies of the 2015 National Assembly held the final plenary of the third cycle of talks in Caracas on Wednesday, centered on reviewing compliance with agreements on institutional matters and renewal of the judicial system.

This phase covered the review of commitments from the second cycle, which concluded Sept. 25 with partial agreements on lifting restrictions on digital news portals, adding guarantees for the right to information and progress in judicial renewal.

Acting President Delcy Rodríguez announced Wednesday that Venezuela will hold its Youth Popular Consultation in February 2027, a vote she framed as a platform for young people to convert their talent, creativity and ingenuity into a driving force for national development.

Venezuelan Acting President Delcy Rodríguez delivered the announcement during a visit to the Nueve Raíces de Simón communal circuit, where she urged the country’s youth to prepare actively for what she described as a democratic appointment that will mark the direction of the coming year.

Rodríguez said the process aims to vindicate the talent, creativity and ingenuity of the new generations and to propel Venezuela toward fresh development opportunities. The call places younger Venezuelans at the center of a participatory model that has gathered strength since 2024.

RELATED: Venezuela to Begin Funding Projects Selected in Popular Consultation Next Week

The announcement lands days after the Second National Popular Consultation of 2026, held on October 18. It was the eighth nationwide vote of its kind since 2024, and officials described the turnout as massive and successful. That result has now been translated into a fresh appeal aimed specifically at young people, signaling the government’s intention to widen the base of participants in community decision-making.

Text reads: “Youth is preparing: new consultation in February 2027! After a historic participation in the last National Popular Consultation, the route continues: Young people from all over Venezuela to prepare now! The commitment does not stop: it’s time to move forward, organize and execute projects that will transform our territories.”

A Record October Turnout

Millions of residents from communities across the country turned out on October 18, prompting the National Electoral Council (CNE) to extend voting by one hour.

The scale of the exercise was measured in large numbers. More than 5,418 communes and communal circuits coordinated the work of over 48,000 communal councils, and voters selected among 37,205 priority community projects eligible for public financing.

Rodríguez has championed the consultation model as a vehicle for what officials call popular power. In separate remarks, she described participation in the October exercise as extraordinary, linking the strong turnout to a broader effort to place public decision-making directly in the hands of organized communities rather than distant institutions.

A Broader Community Voice

One of the most notable features of the October consultation was the first-time inclusion of condominium boards, which put forward 428 projects. Acting President Rodríguez celebrated that milestone on social media, underscoring the importance of keeping decisions about everyday matters firmly in the hands of communities themselves.

The proposals reflected local priorities. Acting President Rodríguez had previously detailed that 14% of the projects corresponded to the water sector, followed by initiatives in road infrastructure, lighting, electricity, public services and productive activities, showing residents directing public resources toward their most pressing daily needs.

With the youth consultation now scheduled for February 2027, the Acting President called young Venezuelans to assume what she called absolute protagonism in the process. Organizers expect the new consultation to build on the machinery tested in October and to channel the energy of younger generations into decisions that will shape the country’s near-term path.

Lula Proposes Constitutional Amendment for Free Weekend Transit in Brazil

Brazil’s President Luiz Inácio Lula da Silva presented a constitutional amendment on Wednesday that would reserve budget funds for free public transport on weekends and holidays, tying the move to workers’ newly expanded right to rest.

The initiative would redirect 26.8% of parliamentary budget amendments to fund the program, which the government says would strengthen working-class access to leisure and urban mobility.

It envisions reallocating 11.2 billion reais (more than 2.2 billion dollars) from the budget controlled by Congress, whose concentration of resources has historically limited the federal government’s ability to carry out social policies. The proposal still needs to pass Congress.

RELATED: Lula Signs Constitutional Amendment Reducing Brazil’s Workweek to 40 Hours

The Brazilian government argues that this concentration of resources in parliamentary hands has historically limited the federal government’s capacity to carry out social programs. Reassigning the money, officials contend, restores room for initiatives aimed at urban mobility and access to leisure for the working class.

During the same ceremony at Planalto Palace Lula signed a separate law forgiving 16 billion reais (about $3.1 billion) in tax debts accumulated by individual microentrepreneurs, a category that covers millions of small producers and self-employed workers.

Administration officials portrayed the debt pardon as a lifeline for families whose tax obligations had outpaced their ability to pay. The two measures, they said, respond to the same pressure weighing on popular households across Brazil.

The Brazilian President described the weekend transport plan as a pilot program. Its purpose is to measure the social and operational impact of the zero fare model before any decision to extend it nationwide.

Lula’s administration said the project complements the recent reduction of the working week, helping workers make effective use of their right to rest. Days before Wednesday’s event, Lula attended the Senate promulgation of a separate constitutional amendment that abolishes the six-days-on, one-day-off schedule. The change secures two paid days of rest each week, preferably Saturday and Sunday, and shortens the maximum work week without cutting pay.

Despite criticism from far-right sectors backing Senator Flávio Bolsonaro, the executive said it will deepen its commitment to restoring rights and defending popular gains. The announcements come days before the October 25 presidential runoff in which Lula faces Bolsonaro.

The weekend fare initiative arrives as Lula’s administration pushes a broader agenda of recovering social and labor protections. The Brazilian President has linked the transit measure and the shorter work week as parts of a single effort to lift the weight of daily costs from working families.

Cuba Denounces U.S. Pressure Ahead of the UN Assembly Vote On Economic Blockade

21 October 2026 at 19:37

The accumulated losses from more than six decades of the blockade exceed US$150 billion.

On Wednesday, Cuban Foreign Minister Bruno Rodriguez denounced the United States for exerting diplomatic pressure on numerous countries to change their stance ahead of the upcoming United Nations General Assembly vote on the economic blockade imposed on the island.

United States Escalated Hostility Toward Cuba Throughout 2026

According to the Cuban minister, Washington’s actions are intensifying in the lead-up to the debate scheduled for October 27 and 28, when UN member states will again vote on the draft resolution calling for an end to these sanctions.

Rodriguez stated that the current discussion is taking place against a backdrop of a tightening blockade and noted that, for the first time, the General Assembly will also address the effects of the energy blockade imposed on Cuba.

The foreign minister maintained that the U.S. measures are affecting Cuban foreign trade and are part of a strategy designed to create economic and social hardship in order to generate instability in the country.

During a public appearance, the Cuban foreign minister asserted that he possesses documents evidencing efforts to influence foreign governments to change their vote on the resolution presented by Cuba.

According to Rodriguez, these documents include messages that deem the blockade legitimate. The minister also denounced threats of sanctions against sovereign countries, including trade measures, restrictions against officials, and other forms of political and economic pressure.

He also rejected claims that, he said, attempt to link Cuba to the conflict in Ukraine, calling these accusations “false” and part of a “smear campaign” against the Caribbean nation.

Rodriguez asserted that these actions reflect the international isolation of U.S. policy toward Cuba and recalled that, according to calculations presented by Havana to the United Nations, the accumulated losses from more than six decades of the blockade exceed US$150 billion.

UN Experts Raise Concerns Over Meta’s Handling of Political Expression During Brazil Elections

21 October 2026 at 18:30

They warn of disproportionate restrictions on campaign accounts and urge Meta to ensure fair treatment of candidates.

On Wednesday, United Nations human rights experts expressed concern about restrictions on political freedom of expression occurring in Brazil as a result of the way the technology company Meta is handling its social media platforms during Brazil’s presidential elections.

RELATED:

Brazilian Court Gives Meta 24 Hours to Prove Equal Treatment of Presidential Campaigns

“Reports of restrictions on legitimate political expression on Meta platforms during Brazil’s elections raise concerns for freedom of expression, association, political participation and equal treatment of political viewpoints, UN experts said.

“Online platforms are key actors in democratic debate. Preventing people from speaking or reaching audiences without explanation affects who is heard,” they added.

This assessment is based on findings by international election observers who have reported incidents of political discrimination through electronic media.

The text reads, “META TARGETS LULA AGAIN. Meta employees admitted to intentionally interfering with Lula’s accounts, while boosting the visibility of Flavio Bolsonaro.”

Among those incidents, they highlighted the temporary interruptions of the campaign account of President Lula da Silva, the candidate of the Workers’ Party who is competing against U.S.-backed far-right Senator Flavio Bolsonaro in the runoff scheduled for Sunday, Oct. 25.

Observers have also recorded differences in audience engagement, user feeds, view counts and reach; restrictions on that campaign’s Instagram posts; and differences between the main political parties in AI image generation, WhatsApp channel search results, candidates’ stories and the distribution of political content potentially benefiting Bolsonaro’s campaign.

“Monitoring reports show thousands of accounts and posts have faced suspensions, reduced visibility and sharing limits, including journalists, human rights defenders, civil society actors and content creators,” the UN experts said.

“Information, including from Meta employees, suggests that accounts linked to one side of the presidential race were disproportionately curtailed.”

3 days after Meta was ordered to stop manipulating algorithms to favor Flavio Bolsonaro in the presidential election, two orgs have submitted evidence to Brazil's Superior Electoral Court that the corporation is still violating national election laws. https://t.co/GzJIA8gSjL

— BrianMier (@BrianMteleSUR) October 19, 2026

Last week, due to this discriminatory treatment, the Brazilian Superior Electoral Court ordered Meta to apply the same rules to both candidates until the runoff, prohibiting unequal restrictions on campaign reach, recommendations, and search results.

“Losing reach can mean losing a voice in public debate and the ability to mobilise communities. Algorithms, AI systems and content-moderation decisions must not become invisible arbiters of political discussion. Where political expression appears disproportionately restricted, platforms must explain why, address unequal impacts and ensure effective remedies,” the UN experts warned.

“The responsibility to respect human rights requires technology companies to identify, prevent and address adverse impacts, in line with the UN Guiding Principles on Business and Human Rights, including in platform governance and content moderation,” they added.

— BrianMier (@BrianMteleSUR) October 16, 2026

“During elections, delayed remedies may have irreversible consequences. Freedom of expression and information integrity must therefore go hand in hand. Measures against disinformation must not arbitrarily restrict legitimate political expression,” the UN experts stressed, and urged Meta to assess whether its moderation, recommendation, and AI systems disproportionately restricted one side of Brazil’s electoral debate.

“Digital platforms must not become unaccountable gatekeepers of political debate, nor should their systems be susceptible to undue influence by political actors. Democracy and free and fair elections depend on independent and consistent platforms and an open, pluralistic environment where people can access information, scrutinise those seeking power, exchange views and organise without arbitrary interference,” the experts said.

The statement was signed by figures including Leopoldo Maldonado, Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression; Margaret Satterthwaite, Special Rapporteur on the independence of judges and lawyers; and Gina Romero, Special Rapporteur on the rights to freedom of peaceful assembly and of association.

Bolsonaro’s Lead Over Lula Narrows to 1 Point Ahead of Brazil’s Runoff

21 October 2026 at 15:19

A new Quaest poll shows the far-right senator with 45% of voter support and the progressive president with 44%.

On Wednesday, polling firm Quaest revealed that Sen. Flavio Bolsonaro’s lead over President Luiz Inacio Lula da Silva in voting intentions for Brazil’s presidential runoff had narrowed from 2 points last week to just 1 point.

RELATED:

Lula Offers to Lift Bank Secrecy as Bolsonaro’s Wealth Faces Scrutiny

If the election were held today, the far-right candidate, who received the most votes in the first round, would receive 45% of the vote, while the progressive president would garner 44%, indicating that the two remain statistically tied because the poll has a margin of error of 2 percentage points.

In the poll conducted last week by the same firm, the son of former President Jair Bolsonaro (2019-2022) had 46% of voter support, a decline of 1 point, while Lula, who is seeking reelection and a fourth nonconsecutive term, had 44%, unchanged from the previous survey.

The new poll, released just four days before the runoff scheduled for Oct. 25, confirmed that the presidential election ranks among Brazil’s most polarized, with the country still divided between the progressivism led by Lula and the far-right politics of the Bolsonaro clan.

The text reads, “Quaest: Lula expands his lead among Bolsa Família beneficiaries. The candidate seeking reelection rose from 60% to 62%. At the same time, Flavio Bolsonaro (PL) fell from 31% to 27%.”

According to Quaest, which interviewed 2,154 voters between Saturday and Tuesday, the percentage of undecided voters rose from 1% to 2% over the past week, while the percentage of those intending to cast blank ballots or invalidate their votes remained at 9%.

The new poll was conducted after the candidates’ first televised debate on Oct. 18 and after the Brazilian president announced new measures. In addition to the reduction of the workweek from 44 to 40 hours, with two days off and no reduction in pay, Lula announced in recent days a measure to forgive microentrepreneurs’ debts and a bill to provide free bus transportation on weekends.

Bolsonaro received the most votes in the first round of the presidential election, with 47.03%, while Lula finished second with 45.16%, leaving a gap of less than 2 percentage points between them.

China Condemns U.S. Legal Action Against Raul Castro

21 October 2026 at 14:45

Beijing denounces the use of judicial measures to pressure Havana.

On Wednesday, China opposed the “abuse of judicial means” to pressure Cuba and urged the United States to “immediately end the blockade” against the island following the issuance of an arrest warrant in Florida for former Cuban President Raul Castro.

The spokeswoman also urged the United States to “immediately end the blockade” against Cuba and “stop violating the Cuban people’s right to exist and develop.”

Judicial Proceedings Revived Nearly Three Decades After 1996 Incident

China’s position comes after Florida Attorney General James Uthmeier announced on Monday that he had obtained a state arrest warrant for Castro, 95, who has been retired from public life since 2021.

U.S. authorities are seeking to prosecute him on charges of conspiracy to commit first-degree murder, linking him to the chain of command that authorized the 1996 downing of two civilian aircraft belonging to the terrorist organization “Brothers to the Rescue,” an incident in which four Florida residents were killed.

The state-level legal action comes in addition to the indictment filed by the U.S. federal justice system last May. The reopening of the case nearly three decades later coincides with a period of intensified sanctions, political pressure and legal blockades directed by U.S. President Donald Trump against Havana.

Bolivia Lawmakers Demand Orobe Into Alleged Plot to Abduct Evo Morales

21 October 2026 at 11:03
Former Bolivian President Evo Morales faces allegations of an abduction plot involving surveillance equipment and purported foreign agents.

Leaked recordings allegedly detail a $600,000-plus operation to capture Evo Morales, but their authenticity remains unverified.

Bolivian lawmakers from several political parties are demanding an impartial investigation into audio recordings allegedly detailing a plan to abduct former President Evo Morales, including the procurement of surveillance equipment, contacts with foreign actors and a budget of up to 8 million bolivianos ($685,000).

RELATED: Judge Rules There Is No Evidence Against Evo Morales in Child Abuse Case

The recordings, attributed to former consultant Fernando Cerimedo, reportedly outline an operation targeting Morales in the Chapare region, his political stronghold. Their authenticity has not been officially verified by forensic authorities.

The allegations drew international attention after digital journalist Julián Macías Tovar published information about the recordings on X. According to the material circulated, Cerimedo allegedly traveled to the United States and Israel to arrange helicopters and specialized tracking equipment for an operation in the Chapare.

A voice attributed to Cerimedo can reportedly be heard discussing logistics with Public Works Minister Mauricio Zamora, including the acquisition of drones and specialized equipment.

The operation’s estimated cost was between 7 million and 8 million bolivianos, equivalent to approximately $600,000 to $685,000. In the recordings, the speaker allegedly offers to cover the entire cost informally and in US dollars. The audio also refers to a previous attempt in which those involved allegedly reached the second security perimeter around Morales, with support from purported foreign agents.

The allegations have prompted calls for accountability from across Bolivia’s political spectrum. Edgar Zegarra, a lawmaker from the Libre party, described the revelations as extremely serious and called for a transparent, balanced investigation free from political bias to establish responsibility.

Morales has also criticized what he described as the Public Prosecutor’s Office’s inaction, urging authorities to investigate the recordings. In a post on X, he asked: “What is new prosecutor José Armando Urioste waiting for to investigate Cerimedo’s new audios?”

Lawmakers want the investigation to establish whether the recordings are authentic, identify the source of the alleged operation’s funding and determine whether state resources or institutions were improperly used. They have also raised concerns about possible foreign interference.

Zamora has categorically denied the recordings’ authenticity, claiming they were manipulated and edited. However, in statements reported by the media outlet Fama, Poder y Ganas, he acknowledged having had previous telephone contact with Cerimedo.

The recordings’ origin and authenticity remain unverified by forensic authorities. The allegations have nevertheless intensified scrutiny of the security of Bolivia’s leading political figures and the country’s institutions amid deep political polarization.

Colombia Budget Bill Faces Legal Challenge Over Text Discrepancy

21 October 2026 at 08:29
Colombian Senator Esmeralda Hernández raises concerns over Article 65 of the 2027 national budget bill.

Senator Esmeralda Hernández says Colombia’s two legislative chambers approved different versions of a budget provision without reconciling them before the deadline.

A dispute over conflicting versions of a provision in Colombia’s 2027 national budget has raised questions about the bill’s legislative validity. Senator Esmeralda Hernández says the Senate and House of Representatives approved different versions of Article 65 but failed to reconcile them before the October 20 deadline.

The provision concerns the stabilization of funds against fluctuations in international oil prices and gasoline prices. The budget, approved at 634.9 trillion pesos, is at the center of a disagreement over whether the legislative process complied with the required procedure.

Hernández said she identified the discrepancy alongside Lina García Sierra, Bogotá’s regional ombudswoman. They presented their findings in an interview with journalist Daniel Coronell on his program El Reporte Coronell.

According to Hernández, the Senate approved the original version of Article 65, while the House adopted a different text that included a proposal by Senator Juan Fernando Caicedo of the Democratic Center party and two additional paragraphs.

Caicedo withdrew his proposal during a Senate plenary session, leaving it on record rather than seeking its approval. “As the sole author of the proposal, I withdraw it and leave it on record,” he said.

“In the Senate, they approve the original text, while the House approves the text with Caicedo’s proposal, signed by a House representative, resulting in a different text,” Hernández told Coronell.

The Senate’s General Secretariat confirmed on October 20 that Article 65 had been approved without proposals or amendments. In a statement, Secretary-General Diego Alejandro González González said he had instructed the chamber’s reporting office to publish the official link to all proposals approved by the plenary, noting that none concerned Article 65.

The House maintained during the debate that both chambers had approved identical texts. John Édgar Pérez, a Cambio Radical representative and coordinating rapporteur for the bill, argued that reconciliation was unnecessary and proposed that the House adopt the version approved by the Senate.

The House passed the budget in the early hours of October 20, with 96 votes in favor and one against.

Hernández argues that the differences required a reconciliation committee to produce a unified text and submit it to the appropriate legislative procedure. She maintains that the House vote came too late to complete that process before the legal deadline.

García warned that the failure to reconcile the texts could jeopardize the legality of the entire budget. She said she would file a constitutional challenge if the government enacted the legislation despite the alleged irregularity. Her statements reflect her legal assessment; no judicial ruling on the budget’s validity was cited.

Carlos Meisel, the Senate’s coordinating rapporteur for the bill, disputed the argument that a potential change introduced during the House proceedings would invalidate the entire process.

Meisel said the version approved during the first debate by the joint economic committees could serve as the basis for issuing the budget by decree. He added that this version accounted for 95% of the content subsequently approved by the Senate and had been developed through agreements with the national government.

Text Reads: The Budget was approved yesterday in the plenary session of the Senate of the Republic without any errors or flaws. What apparently happened afterward in the House of Representatives (if true) does not taint the entire process from the beginning. The text approved in the first debate in the economic committees remains for decree. So please, let’s not exaggerate the uncertainty, because in any case, there is a budget and it is the one from the first debate. This one also came from a collective construction with the government. (And among other things, it was 95% of what was voted on yesterday) At this moment, this country does not benefit from us adding more nerves, and that’s why we work so arduously and committedly on a calm construction and agreements.

The dispute centers on whether the two chambers approved different versions of Article 65 and what consequences that discrepancy could have for the 2027 budget. Hernández argues that the lack of reconciliation left the legislative process incomplete, while Meisel maintains that a potential irregularity at a later stage would not invalidate the preceding steps.

Honduras Congress Approves Funds for Maximum-Security Prison

Honduras’ conservative-majority Congress approved a motion to seek funding for a new maximum-security prison modeled on El Salvador’s Cecot, aiming to confront a surge of violence that has left more than 1,000 people dead in just over ten months.

According to reports from the National Penitentiary Institute, the plan is to concentrate all inmates belonging to the Mara Salvatrucha (MS-13) and Barrio 18 gangs in a single module, as El Salvador’s President Nayib Bukele has done.

The proposal would rely on borrowing to finance the construction, and it follows a visit by a congressional delegation to El Salvador’s Terrorism Confinement Center (Cecot), which has been criticized for human rights violations, masss incarceration and the detention of thousands of people who were jailed without proven links to gangs.

“The approval of the motion to build a new maximum-security prison is part of the measures to strengthen prison security and confront crime firmly,” Congress President Tomás Zambrano said on social media. He added that the aim is not to carry out an identical replica but to “identify those successful models” and build a system adapted to local reality.

The motion will allow the government to identify resources for building a new maximum security prison, while the Ministry of Finance announced that it will begin studies to quantify the work, but it does not mean that the construction budget has already been set or that work has begun. For now, the process focuses on quantifying investment, identifying potential sources of financing, and determining the terrain where the establishment will be built.

Text reads: “Prision funds in Honduras: The National Congress approved managing resources to plan a new maximum security prison. Institutions will assess costs, land and financing options such as international bonds or loans.”

The project is considered in the context of measures approved in September to tighten detention conditions for individuals identified by the Honduran state as members of terrorist groups. The reforms include a special regime of maximum security, restrictions on communication and visits, enhanced surveillance and other prison control measures.

Debt and Doubts Loom

The proposal relies on public debt to finance the infrastructure. That choice has drawn concern, as has the logistical question of transplanting a model from El Salvador, a country whose territory is comparable to a single Honduran department, into a nation of more than 10 million people with far more complex territorial dynamics.

The motion had the support of the Freedom and Refoundation party (LIBRE), whose lawmakers nevertheless accused the National Party of applying a double standard. They recalled that Congress rejected a similar proposal from former President Xiomara Castro (2022-2026) to build a maximum-security prison far from urban areas, citing environmental impact and possible human rights violations.

Honduras reduced its homicide rate between 2024 and 2025, but extortion, drug trafficking, assaults and territorial control by organized bands persist. More than 25 massacres, roughly 240 femicides and over 1,000 violent deaths were recorded during the current administration of the right-wing President Nasry Asfura.

The final location will depend on the technical judgment of the National Penitentiary Institute and defense institutions. To define the technical and financial route, the legislature’s leadership convened a working group bringing together party heads, legislative commissions, the Security and Finance secretariats, the National Police, the Armed Forces and the National Agency against Organized Crime.

Now, with the motion passed, the next steps consist of quantifying the investment, defining the terrain, establishing the sources of financing and specifying the technical conditions for building and operating the prison.

Colombia’s Congress Approves 2027 Budget Over Opposition Objections

Colombia’s Congress approved the 2027 national budget of 200 billion dollars on October 20, igniting a backlash from opposition lawmakers who say the plan favors debt payments and financial interests over education, peace and regional development.

The approval of the General Budget of Colombia for 2027 capped a tense legislative session.

President Abelardo de la Espriella’s government secured passage of the law, worth 634.9 trillion Colombian pesos (about $200 billion), over the objections of the opposition, which was led mainly by the Historic Pact party.

RELATED: Colombia’s First National Strike Against De la Espriella Met With Police Crackdown

Representative María Fernanda Carrascal described the debate as a “disaster” and faulted the national government for refusing to accept any of the 700 proposals submitted by her party. The initiatives sought to channel more resources into public education, support for victims of violence and the regions, she detailed. Faced with the lack of agreement, the opposition walked out of the debate, stating it would not back a measure it considers harmful to the country.

The Historic Pact also questioned the law’s orientation, arguing that the government chose to protect financial entities, oligopolies and the most favored sectors. They further denounced that the project promotes over-indebtedness, which they say will end up shifting heavier tax burdens onto Colombian citizens.

Text reads: “Colombia has budget for 2027! The Congress of the Republic approved the Truth Budget for $634.9 trillion, the first step to reorient the country’s economy toward growth, fiscal responsibility, and meeting the country’s needs.”

Other voices in the legislature added their objections. Senator Jennifer Pedraza of the Dignity and Commitment party (Dignidad y Compromiso, in Spanish) criticized the absence of a fixed allocation to address the consequences of the earthquake that struck on August 10. She questioned the fact that assistance to hard-hit departments such as Risaralda, Chocó and Valle del Cauca depends solely on leftover budget balances.

Senator Ariel Ávila, in turn, lamented the underfunding of resources earmarked for electric infrastructure and energization in non-interconnected zones such as Vichada, Guainía, Arauca, Putumayo and Vaupés. He also pointed to a lack of concern for victims of the armed conflict and what he called a budgetary strangling of the Special Jurisdiction for Peace (JEP).

After the law’s validation, Congress gave the Executive 90 days to draft a fiscal adjustment plan, which the national administration has called the Rescue Law. The Ministry of Finance and the cabinet are already holding talks with the International Monetary Fund, a signal that new credit instruments and the conditions attached to them may be on the negotiating table.

Mobilization Set for November

The Historic Pact called on citizens to join a national mobilization on November 24 to reject the budget. The party maintains that the project raises debt service by 46% while cutting investment in the Special Jurisdiction for Peace by 82% and stripping 500 billion Colombian pesos (about $157 million) from the National Learning Service (SENA).

Lawmakers also warned that 14 departments will see their real investment shrink. They denounced that the norm prioritizes debt repayment over the financing of peace, education and regional development. “The complaint is clear: more resources for debt and less for peace, education and the regions,” the party stated on social media.

The mobilization announced for late November now stands as the opposition’s next test of strength. In the meantime, the government’s 90-day clock to deliver its fiscal adjustment plan is running, and the talks with the International Monetary Fund could define the conditions under which Colombia finances its 2027 spending. The opposition has vowed to keep the pressure on, both in the streets and in the legislature.

Salvadorian President Bukele Allocates $77 Million to Advertising

20 October 2026 at 19:53

The funds were channeled to private agencies to develop national and international advertising campaigns.

An investigation by the specialized media outlet Infodemia reported that the Nayib Bukele administration allocated at least US$76.6 million over the past seven years to advertising, media consulting, and strategic communication services funded with state resources.

Hidden Costs of Bukele Prison Model El Salvador Crisis 2026

According to the report, spending on institutional promotion has maintained an upward trend since Bukele took office in 2019, reaching its highest level during his administration in the first seven months of 2026.

The investigation indicates that the funds were channeled to private agencies to develop national and international campaigns, manage social media, purchase advertising space, organize events, and monitor media coverage by public bodies.

The journalists responsible for the analysis reviewed more than 2,150 public procurement processes and identified over 2,000 contracts related to communication and marketing services awarded to hundreds of companies and suppliers.

The report also questions the lack of transparency surrounding these expenditures, noting that the Presidency keeps information related to institutional advertising confidential and that some contracts are not available in public records.

Among the cases examined is Obermet company, historically linked to the Bukele family, which obtained a contract from the Ministry of Health in 2019 for communication services worth more than US$108,000, according to the analyzed documentation.

The text reads, “What happened in El Salvador happened in Colombia: false positives and judicial setups to claim they were winning the war in order to sell security. Bukele will have to release 45,000 innocents.”

The investigation also recalls that the company has been the “subject of previous scrutiny” for alleged conflicts of interest related to public contracts during the current Salvadoran president’s political career.

Another finding concerns the financing of advertising space in Diario El Salvador, a newspaper that reportedly received more than one million dollars through hundreds of contracts from various state entities.

Infodemia maintains that this newspaper has repeatedly published information deemed false, misleading, or presented out of context by fact-checkers, especially on issues related to public safety and national political activity.

The investigation also identifies contracts awarded to Lared, a company linked to influencer Porfirio Chica, to develop digital communication strategies aimed at promoting programs of state institutions.

The media outlet indicates that some of the agencies that benefited from contracts during the current administration had previously appeared in judicial investigations related to cases of corruption and misappropriation of public funds during previous governments.

Colombia And Ukraine Discuss Matters Related to Soldiers Of Fortune

20 October 2026 at 18:45

Data indicate that there are over 1,500 Colombian mercenaries involved in the Russia-Ukraine conflict.

On Tuesday, the Colombian government confirmed that its Foreign Minister Omar Bula and Ukrainian Foreign Minister Andrii Sybiha discussed the situation of Colombian mercenaries fighting on Ukrainian territory.

Although their telephone conversation took place on Oct. 9, details of its contents became partially known only today, when Bula expressed Colombia’s rejection of the use of force against the territorial integrity of any state.

“Colombia appreciates the Ukrainian government’s willingness to jointly address the situation of Colombian citizens involved in the conflict,” he said.

As of September, Colombia had recorded 863 requests for consular assistance related to Colombians in Ukraine and another 890 requests involving Colombians in Russia. Cases include people who have died, those missing in action, people reported missing by their families, and detained citizens.

In September, the Colombian diplomacy informed that it had formally asked Moscow and Kiev to stop recruiting Colombians into their armed forces and facilitate the return of those already participating in hostilities.

The issue of the “Soldiers of Fortune” abroad has also prompted legislative measures, including one approved in March, when Colombia signed on to the International Convention Against the Recruitment, Use, Financing and Training of Mercenaries, adopted by the United Nations General Assembly in 1989.

During the conversation, both ministers also highlighted the potential to strengthen bilateral relations, particularly in defense and trade. However, the Colombian statement did not detail any specific agreements or concrete initiatives resulting from the dialogue.

Russia Condemns U.S. Arrest Warrant for Raul Castro

20 October 2026 at 18:06

Escalating tensions around Cuba could destabilize Latin America and the Caribbean, Moscow warns.

On Tuesday, Russia’s Foreign Ministry issued a statement condemning the issuance of a U.S. arrest warrant for Cuban revolutionary leader Raul Castro. The statement reads as follows:

RELATED:

The Truth About the Downing of the ‘Brothers to the Rescue’ Planes

“We categorically reject and strongly condemn the issuance by a judge in Miami, United States, of an arrest warrant for Cuba’s historic leader, Army General Raul Castro.

The political and legal assessments of the events of February 1996, for which the Americans hold Raul Castro personally responsible, are set out in U.N. Security Council Resolution 1067, adopted on July 26 of that year.

The resolution contains no calls for measures to hold any individual personally accountable. This effectively means that the Council, including the U.S., agreed that this aspect of the incident was closed.

Bringing baseless, contrived charges more than 30 years later can only be seen as an act of revenge by Miami’s anti-Cuban lobby — an attempt to settle scores with Raul Castro, who celebrated his 95th birthday in June.

We wish to emphasize that further escalating tensions around the Island of Freedom, which is already enduring extremely difficult times amid an unprecedented trade, economic, financial and energy blockade, could destabilize the entire Latin American and Caribbean region.

A social upheaval in Cuba could well trigger a mass exodus of Cuban citizens to neighboring countries, potentially plunging them into a social crisis.

This court ruling might have been regarded merely as an expression of the sentiments of a particular group of individuals, were it not for the events in Venezuela earlier this year, when its leader was abducted in violation of all norms and principles of international law.

For our part, we reaffirm our unwavering solidarity with the government of fraternal Cuba, with which we will continue to strengthen our close ties of friendship, mutual support, assistance, and comprehensive cooperation.

We are confident that the indomitable Cuban people and their leaders will respond with dignity to this latest attack by foreign ill-wishers.

We wish Russia’s friend, Comrade Raul Castro, sound health and continued courage, bravery, and strength of spirit — qualities that have always distinguished him.”

U.S. Arrest Warrant Against Raul Castro is Politically Motivated: Sheinbaum

20 October 2026 at 17:21

She maintained that the measure seeks electoral support among certain sectors.

On Tuesday, Mexican President Claudia Sheinbaum said she believes the arrest warrant issued by a Florida court against former Cuban President Raul Castro is primarily politically motivated and linked to the U.S. elections.

RELATED:

The Mexican president’s statements came after the Florida Attorney General’s Office announced it had obtained a state arrest warrant for Raul Castro, 95, in a case related to events that occurred in 1996.

Sheinbaum maintained that the measure seeks support among certain sectors of the U.S. electorate. During her morning press conference, she stated that the judicial decision responds to political interests related to the November elections in the United States.

The indictment accuses the former Cuban leader of conspiracy to commit first-degree murder in connection with the downing of two planes belonging to the Brothers to the Rescue organization.

The text reads, “‘It’s political,’ affirms Claudia Sheinbaum when giving her opinion on the arrest warrant against the former Cuban president, Raul Castro. The Mexican president considers that the case also has a connection to the November elections in the United States.”

In that incident, which occurred on February 24, 1996, Cuban military fighter jets shot down two civilian aircraft that had departed from Florida, in which four people died. The reopened case coincides with stringent measures taken by Washington against the island.

Florida Attorney General James Uthmeier maintains that Castro, who was then Minister of the Revolutionary Armed Forces, was part of the chain of command that authorized the military operation.

The arrest warrant comes in addition to the charges filed in May by U.S. federal authorities against the former Cuban leader for his alleged involvement in the same events.

Buenos Aires Subway Workers Halt Service After Union Leaders Arrested

20 October 2026 at 17:04

Three union leaders were arrested during a protest over a labor sanction and the hiring of workers outside the union agreement.

On Tuesday, workers on the Buenos Aires subway unexpectedly halted service on all six lines following the arrest of three union leaders during a protest against a labor sanction imposed on a worker and the hiring of personnel outside the union agreement.

The work stoppage began at around 10 a.m. local time and affected all lines, as well as the Premetro, according to the Subway and Premetro Workers Union (AGTSyP). The union denounced the workers’ arrests as “arbitrary” and announced that service would remain suspended until they were released.

The arrests took place while workers were opening the turnstiles at Juan Manuel de Rosas station on Line B, a protest measure that allows passengers to enter for free.

The action was in response to a sanction imposed on a fellow worker and the lack of dialogue with Emova, the company that operates the subway under a concession.

The protest is part of a dispute over the presence of subcontracted companies performing tasks that fall within the responsibilities of maintenance staff.

On Monday, the union organization rejected this practice, considering it a violation of the collective bargaining agreement and a form of illegal hiring intended to address staff shortages.

Union leader Claudio Dellecarbonara denounced an “illegal and unconstitutional escalation of repression” on his social media account on X. Minutes later, he was arrested along with another union leader, Sebastian Carrizo.

Later, the union confirmed that Nestor Segovia, the organization’s general secretary, was the third union leader detained. The police intervention took place amid a large deployment of officers from the Buenos Aires City Police’s Subway Division.

Lula Offers to Lift Bank Secrecy as Bolsonaro’s Wealth Faces Scrutiny

20 October 2026 at 16:10

Brazilian president challenges Flavio Bolsonaro to disclose his financial records, businesses and family assets.

On Monday, Brazilian President Luiz Inacio Lula da Silva said he would submit an authorization to the Superior Electoral Court (TSE) on Tuesday to lift bank secrecy protections on his accounts and those of his family members.

RELATED:

Brazil Protesters Accuse Meta of Election Interference

However, Lula specified that the measure was contingent on his presidential election rival, Sen. Flavio Bolsonaro, submitting similar authorization covering his own financial records, his businesses and those close to him.

The proposal follows a tense exchange between the two candidates during Sunday’s presidential debate, in which the opposition senator’s financial assets became one of the central topics of discussion.

“I will submit this tomorrow to the TSE, hoping that the opposing candidate will submit a proposal to lift the confidentiality of his records, as well as those of his businesses and family,” Lula said, explaining that he had included his five children to avoid unfounded accusations during the campaign.

The public dispute erupted when Lula questioned the source of the funds Flavio Bolsonaro used to purchase a property in Lago Sul, an exclusive neighborhood in Brasilia, valued at 5.97 million Brazilian reais ($R).

— GugaNoblat (@GugaNoblat) October 19, 2026

The text reads, “He is so slow-witted that he wrote ‘corrupt’ on his own hand. And the worst part is that, in the end, he even backed away from the challenge issued by Lula to open up his accounts and prove his honesty. This photo sums up the impression left by Flávio Bolsonaro. What a thrashing—and he practically begged to become a meme! Pathetic.”

During the debate, Lula compared his own assets — a 190-square-meter apartment valued at 1.5 million reais — with Flavio’s wealth, pointing to the disparity between parliamentary earnings and the value of the residence.

When asked how he financed the purchase, the far-right senator replied that he had acquired the property “through work.” However, that answer appears to conflict with actual financial figures.

An analysis of salary data from the Transparency Portal shows that between February 2019 and September 2026, Flavio Bolsonaro received approximately 2.9 million reais in net salary and allowances as a senator.

Without accounting for interest, personal expenses or other income, the lawmaker would have needed to save his entire net salary for about 15 years to cover the property’s value.

When registering his presidential candidacy in 2026, the far-right politician declared total assets of 8.18 million reais, an increase of 6.44 million reais compared with the 1.74 million reais he declared in 2018.

The transaction, completed in 2021, included a down payment of 2.87 million reais and 3.1 million reais in financing through Banco de Brasilia (BRB) over 30 years. The loan was paid off in full in 2024, just three years later.

The terms of the loan are under investigation by the Federal Police as part of Operation Cumprimento Zero, which is examining alleged irregularities involving BRB and Banco Master.

In response to the questions, Flavio Bolsonaro has maintained that his funds were obtained legally, arguing that his income comes from his work as a lawmaker, his activities as a businessman and lawyer, the sale of a previous property, and his stake in a chocolate shop.
